HCEOC is a service operator of Hele-On Ka Hoʻokele (“The Navigator”), a program of the County of Hawaiʻi Mass Transit Agency designed to expand access to the Hele-On network.

Ka Hoʻokele is FREE to Hawai’i Island residents who must apply and meet the following criteria for curb-to-curb service :

Age Requirement of 60 years of age or older 

disabled and unable to drive 

or meet the Federal Poverty Income guidelines.
