County of Hawaii Emergency Rental Assistance Program

Grant Funding is Available Now

Neighborhood Place of Puna and the Hawai’i County Economic Opportunity Council, joined today to announce the launch of the Hawai’i County Emergency Rental Assistance Program (ERAP). Program applications will be available starting Wednesday, May 1, 2024 at 8 AM (HST).

The Hawaii County Emergency Rental Assistance Program (ERAP) is funded through the County of Hawaii. The program is led by Neighborhood Place of Puna and administered by Hawaii County Economic Opportunity Council.

Due to the overwhelming response to ERAP2, only applications that meet the criteria for a priority household will be processed.  Applications will take longer than anticipated to process.

If one of the following criteria apply to your household, we encourage you to submit your application.

1. You have received an eviction notice and need to pay rent arrears to remain in current housing.
2. You need to pay rent arrears to remain in current housing, but have not received an eviction notice yet.
3. You are experiencing homelessness and have obtained a signed lease/rental agreement.
 
You will be required to submit proof of hardship once your application is received.
 

Please set aside at least 30-60 minutes to complete the online application and have all supporting documents ready to upload.

Individuals without internet access or a computer are encouraged to call the ERAP phone line at 808-298-5566 to request assistance with completing an application.

Assistance Program can help pay for:

● Past due rent
● Prospective Rent
● Rental Deposits

Who Can Qualify:
● Hawaii County Renter
● At Least 18 years old
● Proof of financial hardship, or demonstrated risk of homelessness or housing instability
● Proof of late rent, eviction notice or homelessness
● Household income limits at or below 80% AMI

Documents Needed for all income earners in household:
● Government Issued ID
● Rental agreement
● 1 month of paystubs
● Most recent Federal Tax Return
● Unemployment Letter

For households at imminent risk of homelessness, housing stability case management will be
available.

The Hawaii County Emergency Rental Assistance Program (ERAP) is funded through the County of Hawaii. The program is led by Neighborhood Place of Puna and administered by Hawaii County Economic Opportunity Council. ERAP provides past due rent payments from April 2020 to current for applicants who are low-income, not to exceed 18 months of total ERAP assistance.
