LIHEAP and LIHWAP help keep Hawaii’s families safe and healthy in their homes by assisting with costs related to energy and water bills. We channel federal funds directly to utility providers on behalf of low-income families both in crisis and not in crisis.

LIHEAP (Low-Income Home Energy Assistance Program) offers two energy assistance options. Each household is eligible for one type of LIHEAP assistance per program year, beginning October 1.
Energy Crisis Intervention
Assistance option for households in crisis (electric or gas service is or will be disconnected). Applications accepted year-round.
Assistance option for households not in crisis (electric or gas service is still connected). Applications available every June.
LIHWAP (Low-Income Home Water Assistance Program) provides Water Crisis Intervention to families whose water service is or will be disconnected. Applications accepted year-round.
