HCEOC is proud to be a nonprofit partner distributing federal relief funds through the Hawai‘i County Emergency Rental Assistance Program (ERAP). ERAP benefits households whose income has been impacted directly by COVID-19 by providing up to 12 total months of utility and/or rental assistance between March 2020 and December 2021.
Who qualifies for ERAP?
- 18 or older
- Full-time resident of Hawaii County
- Full-time renter in Hawaii County (homeowners do not qualify)
- Verify proof of late rent, utility notice, and/or utilities bills
- Very proof of financial hardship
- Earn at or below 80% Area Median Income (AMI) (see below)
Priority will be given to households with annual incomes at or below 50% AMI with one or more members that have been unemployed for at least 90 days prior to application. Payments for approved applicants will be made directly to their landlord, property manager, or utility company. Approved applicants will also have access to financial counseling and housing stability services.

To qualify for ERAP, your annual income must be at or below 80% of the Area Median Income (AMI), calculated below based on your household size. If your annual income is higher than the level listed for your household size, your application will not be approved for an ERAP grant.

(C) Bank statement or cancelled check verifying payment of utilities for the residential unit (if no signed lease)

(B) Written attestation (request from nonprofit)
|IF REQUESTING ASSISTANCE FOR PREVIOUS MONTHS, provide one of the following:||(A) Past due rent notice with amount owed|
(B) Eviction notice with amount owed
(C) Past due utility notice
All documents must be legible and complete, meaning that they must include all relevant information pertaining to the above requirements. ERAP cannot process partial or illegible documents.
How to Apply
The online application requires you to have a Google email account to complete. Use any existing Google email account or create one for free. Please check this email frequently as we will follow up with you regarding the status of your application.
Before starting your application, make sure all your documents are saved as either .PDF or image (.JPG, .PNG) formats.
